HLRDC, Head Office is situated at Bays No.1-2, Sector-4, Panchkula. The management and control of the Corporation vests with the Board of Directors. The functions of the Corporation are managed and controlled by the Managing Director who is the Chief Executive Officer of the Corporation. Secretary, Chief Accounts Officer, Chief Technical Officer are head of administrative, financial and project branches & supervise and manage the work as per the direction of Managing Director of the Corporation.

In addition, there are three Regional offices at Karnal, Hisar and Kaithal, headed by Director Farm, Karnal, Hisar and Regional Manager, Kaithal and five managerial offices at Naraingarh, Rewari, Bhiwani, Hanumangarh and Faridabad headed by the Managers, who execute   the work relating to sale of gypsum and other agriculture inputs, management of farms and activities relating to gas agency and petrol pumps under the supervision and control of Director Farm Karnal, Hisar and Regional Manager, Kaithal.

The major objects are:-

- To reclaim alkaline lands in the State of Haryana.
- Sale of gypsum, fertilizers, weedicides, pesticides and other agriculture inputs.
- Management of agriculture farms.
- Operating Gas Agencies and Petrol Pumps.
